could do with something like that round here as the majority of residents in lutterworth and the surrounding area are over pensionable age (no not quite me )
we have a large proportion of warden controlled accomodation in town which stipulates that the only way they could keep a pet is by cleaning up at all times and as you say the disabled and elderly are at a disadvantage there..
and we all know the long term benefits of owning a pet for both the elderly/disabled and able bodied person alike
